Managing Complexity on the East San Fernando Valley Light Rail Transit Project

Progressive Design-Build for Efficient Urban Light Rail Delivery

As transit agencies expand service in dense urban environments, the complexity of transit infrastructure projects continues to grow. Coordinating utilities, maintaining traffic, managing risk, and aligning multiple stakeholders can challenge traditional delivery models. Increasingly, agencies are turning to alternative project delivery methods in infrastructure, including progressive design-build for transit projects, as a more effective light rail project delivery strategy to improve collaboration, cost predictability, and schedule control, an approach central to GFT’s public transit services. The East San Fernando Valley Light Rail Transit (ESFV LRT) project demonstrates how this approach can support the delivery of a major urban rail investment while managing the risks associated with a construction project along a busy corridor. 

Running 6.7 miles along Van Nuys Boulevard in Los Angeles, the LA Metro light rail project will strengthen mobility across the San Fernando Valley while expanding access to regional transit. The alignment will connect the Van Nuys G Line station near Oxnard Street to Metrolink’s regional rail Sylmar/San Fernando station and will include 11 center-platform stations, 33 light rail vehicles, a new maintenance and storage facility, and 10 traction power substations to power the light rail. The goal of the ESFV rail is to connect the G busway to the northbound rail into the City of San Fernando, with riders able to take the busway four stops east to its terminus in North Hollywood to access the Metro B rail line into Hollywood and downtown Los Angeles. An additional study is underway for the northern segment, which would add 2.5 miles of new railway and three stations along San Fernando Road, terminating in Sylmar. 

In addition to various utility relocation early works packages (EWPs) released in 2024 and 2025, the project reached a key milestone in early 2026 with the approval of the first civil design packages for construction. This transition from advanced design into construction readiness reflects the value of early coordination among designers, contractors, and utility partners. 

The $4 billion effort is funded through federal, state, and local sources, and all project costs must comply with Build America and Buy America requirements.

Why Transit Projects Are Moving Beyond Design-Bid-Build

Many transit systems historically relied on design-bid-build, where a project is designed, competitively bid, and then constructed. While this model offers clear roles and pricing transparency, its sequential process can lead to delays when constructability challenges or unforeseen conditions emerge during construction.

To address these challenges, agencies are increasingly adopting alternative delivery methods such as design-build, construction manager/general contractor (CMGC), progressive design-build (PDB), and public-private partnerships (P3). These approaches bring contractors into the process earlier, allowing teams to identify risks sooner and make more informed decisions.

Why Progressive Design-Build Was Selected

LA Metro selected PDB as the primary delivery method for the ESFV LRT project. In this model, the design-build team is engaged before the design process is complete and works collaboratively with the owner to refine scope, schedule, and cost as the design advances. The process typically unfolds in two phases: an initial phase focused on design validation and risk management, followed by final design and construction.

For complex urban rail programs, this structure allows for earlier contractor input, improved constructability, and stronger coordination across agencies and stakeholders.

Managing Risk Through Early Works and Utility Coordination

Underground utility conflicts are a frequent challenge in urban rail construction. To reduce this risk, the ESFV LRT effort prioritized EWPs and subsurface investigations during preliminary engineering. LA Metro collaborated with the City of Los Angeles and utility owners to ensure that self-performed improvements, including utility adjustments unrelated to the project, were reviewed by the project team to avoid potential conflicts with future project improvements.

Stations, guideway infrastructure, and utility relocations were advanced to 60% design level, and eight strategic utility relocation packages were developed from concept to final design and construction approval. Investigations using ground penetrating radar, potholing, and trenching helped identify underground infrastructure and reduce uncertainty.

More than 23,000 linear feet of underground power and waterline relocations were advanced early to support construction readiness. As final design advances, the project team anticipates awarding the Phase 2 construction contract in mid-2026, positioning the program to transition fully into major construction activities.

Coordination with agencies, including the City of Los Angeles, Caltrans, Los Angeles Department of Water and Power, Southern California Gas, and various telecommunications providers, was essential throughout this work. LA Metro also established an Integrated Project Management Office (IPMO) to support collaboration among designers, contractors, and agency partners.

Supporting Communities Along the Corridor

Delivering a new rail line along Van Nuys Boulevard requires close coordination with residents and local businesses. LA Metro has prioritized outreach through quarterly construction update meetings, bilingual construction notices, and engagement with more than 40 community organizations.

To support businesses during construction, LA Metro created several programs:

  • The Business Solution Center provides advisory services and technical assistance.
  • The Business Interruption Fund offers financial support to small businesses affected by construction.
  • Eat Shop Play promotes businesses along the alignment through marketing and outreach.

Lessons for Delivering Complex Transit Infrastructure

The ESFV LRT effort highlights several lessons for agencies delivering large transit infrastructure programs. Early coordination with utilities, regulatory agencies, and community stakeholders helped confirm requirements and reduce potential delays. Advancing utility relocations early minimized schedule risk, while strong coordination across project partners improved decision-making.

Establishing an IPMO further strengthened collaboration by bringing together LA Metro staff, designers, contractors, and agency representatives in a shared environment.

Early engagement with LA Metro real estate, the PDB contractor, and the design teams to assess permanent and temporary easements as well as property acquisition needs helped expedite access negotiations and collectively identify mitigation measures to minimize impacts to business and property owners.

As cities continue investing in public transportation expansion, the ESFV LRT project demonstrates how alternative project delivery methods in infrastructure, particularly progressive design-build projects, can support stronger collaboration, improve project risk management, and lead to more predictable outcomes.
