Decker Recognized for Transportation Policy Leadership and Advocacy
Caroline Decker Recognized by COMTO
Caroline Decker, GFT’s chief government affairs officer, has been recognized by the Conference of Minority Transportation Officials (COMTO) as part of its 2026 Celebrating Women Who Move the Nation class. The recognition reflects her leadership in transportation policy and infrastructure.
“It’s an honor to be recognized alongside an extraordinary group of women across the transportation sector,” said Decker. “This recognition reflects the importance of connecting policy to real outcomes and the partnerships that help move infrastructure projects forward.”

Aligning Policy and Project Delivery
At GFT, Decker leads the firm’s government affairs and policy strategy. This distinction by COMTO reinforces GFT’s role in helping deliver critical infrastructure investments through informed advocacy, strong public-sector collaboration, and a deep understanding of today’s policy and funding landscape.
“Caroline brings a deep understanding of how policy decisions shape infrastructure investment and delivery,” said GFT Chief Executive Officer Mike Orth. “That perspective is critical as our clients deliver complex transportation programs.”
Driving Impact in Transportation Policy and Infrastructure
Decker’s influence has reached the highest levels of transportation policy and program delivery. On Capitol Hill, she helped advance landmark legislation, including securing the Full Funding Grant Agreement (FFGA) and federal funding for Nashville’s commuter rail system and the creation of the Railroad Rehabilitation and Improvement Financing program.
She later held senior leadership roles at Amtrak, where she led government affairs and corporate communications. She also served as vice president of the Northeast Corridor service line.
Elevating Leadership Across the Transportation Industry
COMTO is a North American organization focused on expanding opportunity and impact in transportation. Its Celebrating Women Who Move the Nation program highlights a select group of leaders each year who are driving progress in policy, infrastructure development, and mobility.
As a COMTO industry partner and event sponsor, GFT supports initiatives that strengthen leadership and expand access in the transportation sector.
