David Parker Named GFT’s National Wastewater Practice Director

With more than three decades of experience in the water and wastewater industry, David Parker, PE, Assoc. DBIA, joins GFT as our national wastewater practice director. Known for his technical expertise, collaborative spirit, and unwavering commitment to public service, Parker will help lead the firm’s efforts to transform the Infrastructure of Life, shaping resilient communities for future generations.

“David is widely respected across our industry for his ability to blend innovation with execution,” said Daven Oswalt, executive director of GFT’s Water Business Group. “His leadership will be instrumental in helping our clients navigate today’s evolving wastewater landscape while strengthening our internal capabilities, expanding our impact, and mentoring the next generation of leaders.”

Parker brings extensive experience delivering complex programs that elevate communities, most recently as vice president of engineering at DC Water. There, he led a $400 million annual capital program that is part of a $6 billion, 10-year investment in resilient infrastructure. He also played a crucial leadership role in the organization’s shift to collaborative delivery models such as progressive design-build and construction manager at risk—streamlining processes, improving outcomes, and advancing the utility’s reputation for innovation.

As national wastewater practice director, Parker will guide GFT’s wastewater strategy across the U.S., focusing on technical excellence, client relationships, and industry innovation. His role includes aligning national and regional goals, supporting key pursuits, identifying growth opportunities, and driving high-quality project delivery.

“The GFT team is known for tackling tough challenges with agility and ingenuity,” said Parker. “The opportunity to build on that culture—championing innovation, pushing the boundaries of what’s possible, and helping communities achieve sustainable, resilient water solutions—is both a professional milestone and a personal mission.”

In addition to his time at DC Water, Parker’s distinguished career includes leadership positions at Black & Veatch, HDR Engineering, and Carollo Engineers. His work has spanned major infrastructure programs, including DC Water’s Blue Plains Advanced Wastewater Treatment Plant—the largest in the world, Howard County’s Little Patuxent Water Reclamation Plant, and Charlotte Water’s Stowe Regional Water Resource Recovery Facility. He is a licensed professional engineer in four states and holds bachelor’s and master’s degrees in civil engineering from Virginia Tech.

Parker’s influence also extends beyond project delivery. A sought-after thought leader, he frequently presents on such topics as utility commissioning, sidestream treatment for nutrient removal, and energy optimization in wastewater systems. His work has earned national accolades, including the Water Environment Federation’s George Bradley Gascoigne Medal. Most recently, he represented the U.S. in the Water Smart Engagements initiative, promoting global knowledge exchange in Southeast Asia.

At GFT, we’re shaping the future of water and wastewater through innovation, collaboration, and purpose-driven work. If you’re ready to elevate your career and help deliver the infrastructure of tomorrow, explore our current opportunities — and join a team that’s moving the world forward.
