GFT Appoints Caroline Decker as Chief Government Affairs Officer
Decker to Lead Government Engagement and Strategic Policy Initiatives Across GFT’s Footprint
GFT proudly announces the appointment of Caroline Decker as chief government affairs officer, reinforcing the firm’s commitment to cultivating strong public-sector partnerships and shaping the future of transportation, infrastructure, and energy policy.
With more than 30 years of influential leadership in government affairs and strategic communications, Decker brings a proven track record of driving results across federal legislative and regulatory landscapes. In this role, she will lead GFT’s government engagement strategy, supporting client success through informed advocacy, policy leadership, and innovative funding strategies.

“Caroline’s expertise and reputation in Washington, D.C., are unparalleled,” said Mike Orth, GFT’s CEO. “Her ability to bridge the gap between policy and infrastructure delivery is invaluable as we help our clients navigate funding opportunities, compliance, and evolving national priorities.”
Decker’s distinguished career includes senior positions with the U.S. House of Representatives, Amtrak, and, most recently, WSP, where she played a critical role in elevating the company’s federal profile. At WSP, she fostered strategic relationships with the U.S. Congress, the White House, at key federal agencies, and with key industry stakeholders helping shape major legislative and regulatory priorities and secure transformational project funding for transportation, energy, and water projects.
“It’s an honor to join GFT at such a pivotal time for infrastructure investment and innovation, and I’m thrilled to be part of this outstanding team of professionals,” Decker said. “Our clients are at the heart of driving critical infrastructure projects in communities large and small, and I look forward to supporting their transformational work through collaborative policy engagement and forward-looking strategy.”
Decker holds an Executive Master of Business Administration from Georgetown University and a Bachelor of Science in political science and government from Arizona State University. Her deep experience across government and industry positions her to lead impactful policy efforts that advance GFT’s core values and long-term growth.
