Wu Ying Honored at 2026 Texas Innovation Invitational
GFT Transportation Leader Receives the 2026 Industry Innovator of the Year Award
When Weather Becomes a Blind Spot
Imagine fog settling fast in a freight corridor. Ice forms on a highway, creating the perfect storm for a multi-vehicle accident. In transportation, the gap between what the atmosphere is doing and what decision-makers do in response can literally save lives. Yet according to the City of Fort Worth, only 3% of the U.S. has adequate low-altitude weather coverage, leaving the vast majority of transportation corridors without the real-time data needed to respond.
A First-of-Its-Kind Recognition
Wu Ying, PE(TX), AICP, ENV SP, has been named the 2026 Texas Innovation Alliance (TIA) Industry Innovator of the Year, one of the most recognized individual honors in the Texas transportation sector. The recognition follows his leadership of the City of Fort Worth’s SMARTer Weather, Safer Mobility Initiative, a first-of-its-kind intelligent micro-weather sensor network deployed within Alliance Texas, a 27,000-acre master-planned community and freight/logistics hub in North Fort Worth. Nominated by Gadimi Hilton of the City of Fort Worth, this award demonstrates the strength of the cross-sector collaboration.
A Decentralized Approach to Micro Weather Intelligence
Conventional smart city projects typically rely on regional weather sensors serving broad geographic areas. However, Ying and his team championed a decentralized, low-altitude sensor network built to serve the full range of transportation corridor users: drivers, freight operators, autonomous vehicles, and drone operators.
Supported by an approximately $2 million U.S. Department of Transportation Strengthening Mobility and Revolutionizing Transportation (SMART) grant and developed in partnership with TruWeather Solutions, the team deployed 27 non-intrusive sensors on existing light poles throughout the Mobility Innovation Zone, capturing fog density, ice formation, wind shear, and sudden precipitation changes at both street level and drone-flight altitude. A public-facing weather data dashboard puts that hyper-local intelligence directly in the hands of city planners, transportation operators, and the traveling public.
“Transportation infrastructure has always been built for the people who use it, but the data that runs it has too often stayed behind closed doors. This project was about changing that. If a driver, a freight dispatcher, or a drone operator can make a better decision because of what we built, that’s the outcome that matters.”

From Design Decisions to Measurable Results
Because the network was built around real-world conditions and real-world users from the start, not retrofitted after the fact, its impact extends across every layer of the Fort Worth transportation system.
Real-time weather data strengthens decision-making for roadway users and enables more proactive, data-informed responses from traffic management and emergency response staff. The project’s integration of low-altitude and surface-level sensors has not been replicated elsewhere in Texas.
The initiative also earned a Smart 20 Award from Smart Cities Connect, adding national recognition to the TIA honor and underscoring the project’s standing as a model for intelligent transportation infrastructure.
