Advancing GFT’s Transit & Rail Strategy

GFT has named Freddie C. Fuller II as Transit & Rail Global Business Line director to expand the firm’s presence with transit and rail agencies, integrate capabilities across regions, and position GFT to pursue larger multidisciplinary programs.

“Freddie’s unique combination of agency leadership, transportation policy expertise, transit technology experience, and industry relationships positions us to better serve agencies as they modernize infrastructure and prepare for future growth,” said Joe Willhite, Transportation Business Group division president. “With Freddie joining our leadership team, GFT will continue connecting planning, engineering, program management, and technology capabilities to support reliable, resilient mobility and pursue increasingly complex programs across North America.”

Experience Shaped by Public Transportation Leadership

Before joining GFT, Fuller held executive leadership positions spanning transportation, water, and the built environment, where he led growth initiatives, strengthened client partnerships, and directed major transit technology pursuits across the U.S. and Canada.

Earlier in his career, Fuller served as associate director for the District Department of Transportation’s Mass Transit Administration. In that role, he managed multidisciplinary teams, advised District representatives to the Washington Metropolitan Area Transit Authority (WMATA) board of directors, and oversaw initiatives involving the DC Circulator and DC Streetcar. His public-sector background also includes transit planning, grants management, operations, and workforce development.

“Transit agencies face tremendous opportunities as they update systems, improve rider experiences, and expand mobility options,” Fuller said. “I’m excited to partner with our clients and GFT’s talented professionals to help deliver solutions that strengthen communities and improve how people connect.”

Leadership Across the Transit Industry

Fuller’s commitment to public transportation extends to his service with leading industry organizations. He is a former national chair of the Conference of Minority Transportation Officials (COMTO) and previously served as an Executive Committee member and secretary-treasurer of the American Public Transportation Association (APTA). He received the Outstanding Public Transportation Business Member of the Year Award from APTA and the Distinguished Leadership Award from the National Society of Black Engineers (NSBE).

Fuller’s work has appeared in ITE and the Transportation Research Board publications. He holds a bachelor’s degree in urban studies from Virginia Commonwealth University and master’s degrees in city planning and civil engineering from the Georgia Institute of Technology. He also completed doctoral coursework in planning, governance, and globalization at Virginia Tech.

Fuller will attend the 2026 APTA TRANSform & EXPO in Chicago, giving clients, partners, and industry colleagues an early opportunity to meet him and learn more about GFT’s integrated transit and rail capabilities.
