Freedom-Willis 69 kV Transmission Line Development
Client: Arizona Public Service
Our Role: Design

The Freedom-Willis 69 kV Transmission Line project was undertaken to expand electrical infrastructure and support growing energy demand in a rapidly developing region. The new line was designed to strengthen system connectivity between substations while maintaining reliable service across challenging environmental conditions, including floodplain crossings. GFT partnered with Arizona Public Service to deliver comprehensive engineering design and coordination services that balanced constructability, performance, and long-term system resilience. This effort helped position the transmission network to accommodate future growth while ensuring dependable power delivery to surrounding communities and businesses.
Key Features
- Design of a new double-circuit 69 kV transmission line spanning approximately 11 miles with new ACSS conductor.
- Integration of an existing distribution line into the new transmission corridor to optimize infrastructure use.
- Development of custom structures and foundations to address floodplain and long river-crossing conditions.
- Coordination of routing, structural design, and construction documentation to support efficient project delivery.
- Preparation of engineering packages and ongoing support to address field modifications during construction.
Outcomes
- Expanded transmission capacity to support regional growth and increased energy demand.
- Improved system reliability and operational flexibility through enhanced network connectivity.
- Reduced long-term maintenance and operational risks through resilient structural and foundation design.
- Enabled safe and constructible installation across environmentally sensitive and technically complex terrain.
