New York City’s Sotomayor Houses Comprehensive Upgrade
Client: New York City Housing Authority (NYCHA)
Our Role: Construction Management

The Sotomayor Houses, a New York City Housing Authority (NYCHA) development in The Bronx, provides affordable housing for nearly 3,500 residents across 28 seven-story buildings. Originally opened in 1955 as the Bronxdale Houses, the development had become emblematic of both the promise and the challenges of maintaining aging public housing infrastructure. After decades of deferred maintenance, the buildings suffered from severe deterioration, including leaking roofs, failing masonry, water-damaged interiors, and unsafe window systems that compromised both comfort and energy performance.
NYCHA’s challenge was not only to restore the structural integrity of these mid-20th-century buildings but also to reimagine them for the next generation of residents. The project called for a holistic rehabilitation that addressed safety, sustainability, and long-term resilience, all while maintaining full occupancy. It demanded innovation, precision, and sensitivity to the needs of thousands of residents whose lives would be directly impacted by daily construction activity.3.
As NYCHA’s trusted construction manager, GFT provided comprehensive oversight and leadership through every stage of the rehabilitation. Our team coordinated with design-bid-build project partners, managed complex schedules, and balanced technical demands with a deep respect for resident well-being. The project required meticulous planning to execute extensive upgrades in occupied buildings while maintaining safety, access, and trust.
GFT implemented cutting-edge window and roofing systems that not only improved performance but also set new standards for future NYCHA developments. We introduced a unified window model featuring built-in AC sleeves, insulated covers, and child safety limiters — all designed to eliminate chronic water infiltration and enhance comfort. At the same time, the new Sika roofing system delivered long-term durability, energy efficiency, and a 30-year warranty.
Equally critical was our response to evolving conditions. When inspections revealed additional safety issues under New York City’s Local Law 11, GFT swiftly adapted the project’s scope to include expanded masonry and parapet reconstruction. Throughout, we maintained close coordination with contractors, unions, and residents, ensuring that work proceeded efficiently, even throughout the COVID-19 pandemic. We instituted health screenings, managed workforce continuity, and upheld every resident appointment, reinforcing NYCHA’s trust in our commitment to safety, communication, and quality.
