Palos Verdes Estates and Torrance, CA
Palos Verdes Recycled Water Pipeline and Lago Seco Pump Station Design
Client: West Basin Municipal Water District
Our Role: Design and Construction Services

To support the West Basin Municipal Water District’s goal of expanding recycled water use for communities and parks in the Torrance area and the Palos Verdes Golf Club in Palos Verdes Estates, GFT provided design services during construction for the Palos Verdes recycled water pipeline and Lago Seco Pump Station. As demand for sustainable water sources grows, this infrastructure is expected to deliver nearly 80 million gallons of cleaned wastewater annually for irrigation, helping conserve drinking water and strengthen drought resilience. GFT led engineering and coordination across design and construction to ensure seamless integration with West Basin’s broader recycled water system.
Key Features
- Designed approximately 20,000 feet of 10-, 8-, and 4-inch PVC recycled water pipeline, including two trenchless technology segments.
- Designed a pressure-reducing and metering station to support reliable system performance.
- Designed the 500-gallon-per-minute Lago Seco booster pump station, capable of delivering over 1.4 million gallons per day, with primary and jockey pumps to meet varying irrigation demands.
- Prepared design plans, cost estimates, traffic control plans, and contract documents.
- Obtained permits and approvals across state, county, and local agencies.
- Evaluated communication alternatives to integrate the pump station into the District’s recycled water system.
- Supported land acquisition, including appraisals and preparation of acquisition offers.
- Developed 3D renderings of the proposed pump station.
- Provided engineering services during construction.
Outcomes
- Expands access to recycled water for irrigation of parks, fields, and recreation facilities.
- Reduces reliance on drinking water supplies by providing a sustainable alternative for irrigation.
- Improves water supply reliability across the service area.
- Increases capacity to deliver recycled water.
- Strengthens regional drought resilience.
- Enhances operational flexibility to meet peak and overnight demands.
