Ronald Reagan Building and International Trade Center Security Modernization
Client: US General Services Administration
Our Role: Planning

The Ronald Reagan Building and International Trade Center (RRBITC), a 4 million-square-foot mixed-use facility near the White House, is the only federal building congressionally mandated to be a mixed-use building open to the public 24 hours a day. The 4 million-square-foot facility unites the nation’s best public and private resources in a national forum for the advancement of trade, serving a uniquely dual mission that presents inherent security challenges.
Since its opening in 1998, the building had not undergone a comprehensive security upgrade. Although originally built to the highest standards of its time, the evolving threat landscape—particularly post-9/11—highlighted the need for a modernized, adaptable security strategy. The U.S. General Services Administration (GSA) required a solution that could protect federal agency staff, international dignitaries, high-profile visitors, and the public, while supporting the building’s dynamic operations and broad access. This complex environment called for a forward-thinking, integrated approach to security planning that addressed vulnerabilities and threats in a mixed-use, multitenant facility.
Our team led a comprehensive security modernization planning study for the RRBITC, using the Interagency Security Committee Risk Management Process (ISC-RMP) as the foundation of our assessment. We began with a complete security risk assessment to develop a robust basis of design for evaluating the current security posture and physical protection system.
We delivered a detailed posture report that analyzed existing security policies, procedures, and countermeasures against physical threats. Through a gap analysis and recommendations report, we identified vulnerabilities based on the facility’s ISC-RMP security level and our deep knowledge of industry best practices.
Key infrastructure systems—HVAC, utilities, and life safety—were evaluated to uncover areas needing physical protection enhancements. We engaged a diverse group of stakeholders, including federal and private tenants, international guests, local preservation groups, and visiting school groups, ensuring the solution respected the building’s public mission, historical context, and operational diversity.
To support this, we partnered with Dr. Peter Tarlow, a globally recognized authority on crime and terrorism in the tourism industry, to better understand visitor needs and recommend improved wayfinding and signage solutions through integrated technology. We also reviewed operational practices and staffing models and proposed enhancements to physical and electronic security systems, including updated equipment, software, and modernized procedures.
Given the growing concerns around cyber and supply chain threats, we engaged a specialized subconsultant to assess vulnerabilities in the RRBITC’s security camera systems. This included screening for prohibited counterfeit components, resulting in targeted recommendations to bolster electronic security.
Our work culminated in a five-year strategic plan detailing goals, 18 areas of objectives, and a rough order of magnitude budget to upgrade the security plan. We will continue supporting GSA in drafting security policies and modernizing systems, such as destination dispatch elevator technology.
