Our Role: Safety Training Gap Analysis

Transit agencies operate in highly regulated environments where safety is paramount. As providers of essential public transportation services, these agencies must ensure that safety training programs not only meet federal and state requirements but also support broader business goals such as operational efficiency and workforce readiness.

However, many agencies face challenges maintaining consistent training documentation, identifying regulatory gaps, and ensuring their workforce receives appropriate and effective training courses. A safety training gap analysis identifies discrepancies between current safety training programs. Inconsistent instruction, outdated materials, or unclear ownership of training responsibilities can create risks. A safety training gap analysis helps agencies identify and address skill set gaps, ensuring alignment with industry standards and effective risk mitigation.

GFT brings deep industry knowledge and system safety expertise to deliver actionable safety training gap analyses. We’ve contracted with major transit agencies, including the Maryland Department of Transportation Maryland Transit Administration (MDOT MTA), to evaluate, streamline, and enhance safety training frameworks.

For MDOT MTA, as part of a joint venture, we supported an on-call systems safety services contract. This included developing safety and security certification program plans, standard operating procedures, and training resources to guide the agency through complex certification processes. We also performed organizational analyses to assess departments’ resources and responsibilities, ensuring alignment with safety operations and compliance needs.

For other major transit agencies, our team has conducted thorough reviews of safety-related training materials against federal Occupational Safety and Health Administration (OSHA), Federal Railroad Administration (FRA) Roadway Worker Protection, and other best practice standards. By evaluating documents such as training plans, job hazard analyses, and trainer qualifications, we deliver comprehensive gap analyses to pinpoint strengths, deficiencies, and opportunities for program improvement.

Key Features

  • We assess training plans, hazard analyses, job descriptions, and safety talk materials against regulatory standards and industry best practices.
  • We offer change management and resource planning to help agencies realign safety training responsibilities within their organizational structures.
  • Our team evaluates whether training content and delivery personnel meet OSHA, FRA, and other applicable safety regulations.

Outcomes
